293/2019. (XII. 10.) Korm. rendelet
a sportbeli dopping elleni nemzetközi egyezmény I. melléklete módosításának kihirdetéséről
1. § A Kormány e rendelettel felhatalmazást ad a sportbeli dopping elleni nemzetközi egyezmény kihirdetéséről szóló 99/2007. (V. 8.) Korm. rendelettel kihirdetett, a sportbeli dopping elleni nemzetközi egyezmény (a továbbiakban: Egyezmény) I. melléklete módosítása kötelező hatályának elismerésére.
2. § A Kormány az Egyezmény I. melléklete módosítását e rendelettel kihirdeti.
3. § (1) Az Egyezmény I. melléklete módosításának hivatalos magyar nyelvű fordítását az 1. melléklet tartalmazza.
(2) Az Egyezmény I. melléklete módosításának hiteles angol nyelvű szövegét a 2. melléklet tartalmazza.
4. § (1) Ez a rendelet - a (2) bekezdésben meghatározott kivétellel - a kihirdetését követő napon lép hatályba.
(2) A 2. §, a 3. §, a 6. §, a 7. §, valamint az 1. melléklet és a 2. melléklet 2020. január 1-jén lép hatályba.
(3) Az Egyezmény módosításokkal egységes szerkezetbe foglalt hiteles szövegének és annak hivatalos magyar nyelvű fordításának közzétételéről a sportpolitikáért felelős miniszter gondoskodik.
5. § E rendelet végrehajtásához szükséges intézkedésekről a sportpolitikáért felelős miniszter gondoskodik.
6. § Az UNESCO által 2005. október 19-én elfogadott, a sportbeli dopping elleni nemzetközi egyezmény I. és II. melléklete módosításának kihirdetéséről szóló 245/2018. (XII. 17.) Korm. rendelet (a továbbiakban: Rendelet) 1. §-ában az "I. és II. melléklete" szövegrész helyébe a "II. melléklete" szöveg lép.
7. § Hatályát veszti a Rendelet 2. és 3. §-a.

Minden esetben tiltott bármely olyan farmakológiai szer, amely nem szerepel a Lista valamely következő részében, és amely jelenleg nem rendelkezik valamely kormányzati szabályozó egészségügyi hatóság humán terápiás használatra történő jóváhagyásával (például preklinikai fázisban lévő vegyületek vagy vizsgálati készítmények, vagy olyan vizsgálati készítmények, amelyek vizsgálatát félbehagyták, új pszichoaktív anyagok, kizárólag állatgyógyászati használatra jóváhagyott készítmények).
S1. ANABOLIKUS SZEREK
Az anabolikus szerek tiltottak.

Clenbuterol, szelektív androgén receptor modulátorok [SARM-ok, pl. andarine, LGD-4033 (ligandrol), enobosarm (ostarine) és RAD140], tibolone, zeranol és zilpaterol.
S2. PEPTIDHORMONOK, NÖVEKEDÉSI FAKTOROK, ROKONVEGYÜLETEK ÉS MIMETIKUMOK
Az alábbi szerek, valamint a hasonló kémiai szerkezetű vagy hasonló biológiai hatású egyéb szerek tiltottak:
1. Erythropoietinek (EPO) és az eritropoiézist befolyásoló szerek a teljesség igénye nélkül:
1.1 Erythropoietin-receptor agonisták, például darbepoetinek (dEPO); erythropoietinek (EPO); EPO alapú szerkezetek [pl. EPO-Fc, methoxy polyethylene glycol-epoetin beta (CERA)]; EPO-mimetikus szerek és szerkezeteik (pl. CNTO-530, peginesatide).
1.2. Hipoxia indukált faktor (HIF) aktiváló szerek, pl.Kobalt; daprodustat (GSK1278863); molidustat (BAY 85-3934); roxadustat (FG-4592); vadadustat (AKB-6548); xenon.
1.3. GATA inhibitorok, pl. K-11706.
1.4. növekedési faktor-béta (TGF-β) jelző inhibitorok, pl. luspatercept; sotatercept.
1.5. Innate repair receptor agonisták, pl. asialo EPO; carbamylated EPO (CEPO).
2. Peptid hormonok és az emberi szervezetben való felszabadításukat előidéző faktorok,
2.1. Chorionic Gonadotrophin (CG) és luteinizáló hormon (LH) és az emberi szervezetben való felszabadításukat előidéző faktorok férfiak esetében, pl. buserelin, deslorelin, gonadorelin, goserelin, leuprorelin, nafarelin és triptorelin ;
2.2. Kortikotrofinek és az emberi szervezetben való felszabadításukat előidéző faktorok, pl. corticorelin;
2.3. Növekedési hormon (GH), töredékei, és az emberi szervezetben való felszabadítását előidéző faktorok, a teljesség igénye nélkül: Növekedési hormon töredék, pl. AOD-9604 és hGH 176-191; növekedési hormont felszabadító hormon (GHRH) és annak analógjai, pl. CJC-1293, CJC-1295, sermorelin és tesamorelin; növekedési hormon szekretagógok (GHS), pl. lenomorelin (ghrelin) és ennekmimetikumai, pl. anamorelin, ipamorelin, macimorelin és tabimorelin; GH felszabadító peptidek (GHRP-k), pl. alexamorelin, GHRP-1, GHRP-2 (pralmorelin), GHRP-3, GHRPA GHRP-5, GHRP-6, és examorelin (hexarelin).
3. Növekedési faktorok és növekedési faktor modulátorok, a teljesség igénye nélkül:
Fibroblaszt növekedési faktorok (FGF-ek);
hepatocita növekedési faktor (HGF);
inzulin típusú növekedési faktor-1 (IGF-1) és analógjai;
mechanoszenzitív növekedési faktorok (MGF-ek);
trombocita-eredetű növekedési faktor (PDGF);
Thymosin-â4 es származékai, pl: TB-500;
vaszkuláris endotél növekedési faktor (VEGF);
és más növekedési faktorok vagy növekedési faktor modulátorok, amik hatást gyakorolnak az izom, ín vagy ínszalag fehérje szintézisére/lebontására, az érképződésre, az energiahasznosításra, a regenerálódási képességre vagy az izomrost típus átalakításra.
S3. BÉTA-2 AGONISTÁK
Az összes szelektív és nem szelektív béta-2 agonista, beleértve minden optikai izomert, tiltott.
A teljesség igénye nélkül:
Fenoterol; formoterol; higenamine; indacaterol; olodaterol; procaterol; reproterol; salbutamol; salmeterol; terbutaline; tretoquinol (trimetoquinol); tulobuterol; vilanterol.
Kivéve:
- Inhalált salbutamol: 24 óra alatt legfeljebb 1600 mikrogramm, amelynek megosztott mennyisége 12 órán keresztül nem haladhatja meg a 800 mikrogrammot a dózis bármely adagjától kezdődően;
- Inhalált formoterol: maximális kiadagolt dózis 24 óra alatt legfeljebb 54 mikrogramm;
- Inhalált salmeterol: 24 óra alatt legfeljebb 200 mikrogramm.
Ha a salbutamol koncentrációja a vizeletben meghaladja a 1000 ng/ml értéket, vagy a formoterolé a 40 ng/ml értéket, azt nem lehet a szer terápiás célú alkalmazásának tekinteni és pozitív vizsgálati eredménynek (AAF) tekintendő, hacsak a Sportoló ellenőrzött farmakokinetikai vizsgálattal igazolni nem tudja, hogy a normál értéktől eltérő mérési eredmény olyan terápiás célú (inhalált) dózisnak tudható be, amely nem haladta meg a fent megjelölt maximális dózist.
S4. HORMON- ÉS METABOLIKUS MÓDOSÍTÓK
Az alábbi hormon- és metabolikus módosítók tiltottak:
1. Aromatáz inhibitorok, a teljesség igénye nélkül:
2-Androstenol (5α-androst-2-en-17-ol);
2-androstenone (5α-androst-2-en-17-one);
3-androstenol (5α-androst-3-en-17-ol);
3-androstenone (5α-androst-3-en-17-one);
4-androstene-3,6,17 trione (6-oxo);
aminoglutethimide;
anastrozole;
androsta-1,4,6-triene-3,17-dione (androstatrienedione);
androsta-3,5-diene-7,17-dione (arimistane);

2. Szelektív ösztrogén-receptor modulátorok (SERM-ek), a teljesség igénye nélkül:
Bazedoxifene;
ospemifene;
raloxifene;
tamoxifen;
toremifene.
3. Egyéb antiösztrogén hatású szerek, a teljesség igénye nélkül:
Clomifene;
cyclofenil;
fulvestrant.
4. Aktivin IIB receptor aktivációt gátló szerek, a teljesség igénye nélkül:
Aktivin A-neutralizáló antitestek;
aktivin IIB receptor kompetítorok, úgy mint decoy aktivin receptorok (pl. ACE-031);
anti-aktivin IIB receptor antitestek (pl. bimagrumab);
miosztatin inhibitorok, úgy mint a miosztatin termelést csökkentő vagy gátló szerek;
miosztatin-neutralizáló antitestek (pl. domagrozumab, landogrozumab, stamulumab);
miosztatin-kötő fehérjék (pl. follisztatin, miosztatin propeptid);
5. Metabolikus módosítók:
5.1. Az AMP-aktivált protein-kináz (AMPK) aktivátorai, pl. AICAR, SR9009; és peroxiszóma proliferátor aktivált receptor δ (PPARδ) agonistak, pl. 2-(2-methyl-4-((4-methyl-2-(4-(trifluoromethyl)phenyl)thiazol-5-yl)methylthio)phenoxy) acetic acid (GW1516, GW501516);
5.2. Inzulinok és inzulin mimetikumok;
5.3. Meldonium;
5.4. Trimetazidine.
S5. VÍZHAJTÓK ÉS MASZKÍROZÓ SZEREK
A következő vízhajtók és maszkírozó szerek tiltottak, csakúgy, mint az egyéb, hasonló kémiai szerkezetű vagy hasonló biológiai hatású anyagok.
Ilyenek a teljesség igénye nélkül:
- Desmopressin; probenecid; plazma expanderek, pl. albumin, dextran, hidroxietil keményítő és mannitol intravénás alkalmazása.
- Acetazolamide; amiloride; bumetanide; canrenone; chlortalidone; etakrinsav (etacrynic acid); furosemide; indapamide; metolazone; spironolactone; thiazide-ek, pl. bendroflumethiazide, chlorothiazide és hydrochlorothiazide; triamterene és vaptanok, pl. tolvaptan.
Kivéve:
- Drospirenone; pamabrom; és szénsav-anhidráz gátlók szemészeti alkalmazása (pl. dorzolamide, brinzolamide).
- A felypressin helyi alkalmazása fogorvosi anesztézia keretében.
Ha egy Sportoló Mintájában - helyzettől függően - bármikor vagy Versenyidőszakon belül a küszöbértékkel rendelkező következő szerek: formoterol, salbutamol, cathine, ephedrine, methylephedrine, pseudoephedrine bármilyen mennyisége kerül kimutatásra vízhajtóval vagy maszkírozó szerrel együtt, az pozitív vizsgálati eredménynek tekintendő, hacsak a Sportoló a vízhajtóra és maszkírozó anyagra vonatkozóan kiadott gyógyászati célú mentesség mellett nem rendelkezik jóváhagyott gyógyászati célú mentességgel az adott anyagra vonatkozóan is.
TILTOTT MÓDSZEREK
M1. A VÉRBE ÉS A VÉR ALKOTÓELEMEIBE TÖRTÉNŐ BEAVATKOZÁS
Az alábbiak tiltottak:
1. Bármilyen eredetű autológ, allogén (homológ) vagy heterológ vér-, illetve vörösvérsejt-készítmény bármilyen mennyiségben történő beadása vagy visszajuttatása a keringési rendszerbe.
2. Az oxigénfelvétel, -szállítás vagy -bevitel mesterséges fokozása.
A teljesség igénye nélkül ideértve:
A perfluor vegyületeket; az efaproxiralt (RSR13), és a módosított hemoglobinkészítményeket, pl. hemoglobin-alapú vérpótló készítmények és mikrokapszulázott hemoglobin készítmények, kivéve a belégzés útján történő kiegészítő oxigénadást.
3. A vérbe vagy a vér alkotóelemeibe intravaszkuláris úton történő fizikai vagy kémiai beavatkozás bármely formája.
M2. KÉMIAI ÉS FIZIKAI BEAVATKOZÁS
Az alábbiak tiltottak:
1. A manipulálás vagy manipulálás kísérlete, a doppingellenőrzés során levett minták integritásának vagy érvényességének megváltoztatása céljából.
Ilyenek a teljesség igénye nélkül:
A minta helyettesítése és/vagy meghamisítása, pl. proteázok hozzáadása a mintához.
2. A 12 órás időtartam alatt összesen 100 ml-t meghaladó intravénás infúziók és/vagy injekciók, kivéve a kórházi kezelések, sebészeti eljárások vagy klinikai diagnosztikai vizsgálatok során indokoltan kapottakat.
M3. GÉN- ÉS SEJTDOPPING
Az alábbi, a sportteljesítmény fokozására alkalmas módszerek tiltottak:
1. Nukleinsavak vagy nukleinsav-analógok használata, amelyek bármilyen mechanizmus révén a génszekvenciákat és/vagy a génkibocsátást megváltoztathatják. Ez magába foglalja a teljesség igénye nélkül a génszerkesztés, a géncsendesítés és a génátvitel technológiáját.
2. Normál vagy genetikailag módosított sejtek alkalmazása.
VERSENYIDŐSZAKON BELÜL TILTOTT SZEREK ÉS MÓDSZEREK
A fentiekben meghatározott S0-S5 és M1-M3 osztályok mellett versenyidőszakon belül az alábbi osztályok is tiltottak:

* Bupropion, koffein (caffeine), nikotin (nicotine), phenylephrine, phenylpropanolamine, pipradrol és synephrine: Ezek a szerek szerepelnek a 2020. évi monitoring programban, és nem tekinthetők Tiltott Szereknek.
** Cathine: Tiltott, ha koncentrációja a vizeletben meghaladja a milliliterenkénti 5 mikrogrammot.
*** Ephedrine és a methylephedrine: Tiltott, ha bármelyik koncentrációja a vizeletben meghaladja a milliliterenkénti 10 mikrogrammot.
**** Epinephrine (adrenaline): Nem tiltott helyileg, pl. orrban, szemészeti céllal alkalmazva, vagy helyi érzéstelenítő szerekkel együtt alkalmazva.
***** Pseudoephedrine: Tiltott, ha koncentrációja a vizeletben meghaladja a milliliterenkénti 150 mikrogrammot.
S7. NARKOTIKUMOK
Az alábbi narkotikumok, beleértve - ha értelmezhető - minden (pl. d- és l-) optikai izomert, tiltottak:

- Természetes és szintetikus tetrahydrocannabinol (THC-k)
- Szintetikus kannabinoidok, amely a THC hatásait utánozza
Kivéve:
- Kannabidiol.
S9. GLÜKOKORTIKOIDOK
Minden glükokortikoid orális, intravénás, intramuszkuláris vagy rektális úton történő alkalmazása tiltott.
A teljesség igénye nélkül:

BIZONYOS SPORTÁGAKBAN TILTOTT SZEREK
P1. BÉTA-BLOKKOLÓK
A béta-blokkolók kizárólag versenyidőszakon belül tiltottak az alábbi sportágakban, valamint versenyidőszakon kívül is tiltottak, ahol az külön jelezve van.
- Íjászat (WA)*
- Autóverseny (FIA)
- Biliárd (minden szakág) (WCBS)
- Darts (WDF)
- Golf (IGF)
- Lövészet (ISSF, IPC)*
- Síelésen/hódeszkázáson (FIS) belül: síugrás, szabadstílusú síakrobatika/félcső, hódeszka félcső/ugrás
- Vízalatti sportokon (CMAS) belül: állandó súlyos apnea uszonnyal vagy anélkül, dinamikus apnea uszonnyal vagy anélkül, szabad lehúzásos apnea, Jump Blue apnea, szigonyhalászat, statikus apnea, céllövészet és változó súlyos apnea.
* Versenyidőszakon kívül is tiltott

Any pharmacological substance which is not addressed by any of the subsequent sections of the List and with no current approval by any governmental regulatory health authority for human therapeutic use (e.g. drugs under preclinical or clinical development or discontinued, designer drugs, substances approved only for veterinary use) is prohibited at all times.
S1. ANABOLIC AGENTS
Anabolic agents are prohibited.
1. Anabolic Androgenic Steroids (AAS)
when administered exogenously, including but not limited to:

Clenbuterol, selective androgen receptor modulators [SARMs, e.g. andarine, LGD-4033 (ligandrol), enobosarm (ostarine) and RAD140], tibolone, zeranol and zilpaterol.
S2. PEPTIDE HORMONES, GROWTH FACTORS, RELATED SUBSTANCES AND MIMETICS
The following substances, and other substances with similar chemical structure or similar biological effect(s), are prohibited:
1. Erythropoietins (EPO) and agents affecting erythropoiesis, including, but not limited to:
1.1 Erythropoietin-Receptor Agonists, e.g.
Darbepoetins (dEPO); erythropoietins (EPO); EPO-based constructs [e.g. EPO-Fc, methoxy polyethylene glycol-epoetin beta (CERA)]; EPO-mimetic agents and their constructs (e.g. CNTO-530, peginesatide).
1.2 Hypoxia-inducible factor (HIF) activating agents, e.g. Cobalt; daprodustat (GSK1278863); molidustat (BAY 85-3934); roxadustat (FG-4592); vadadustat (aKB-6548); xenon.
1.3 GATA inhibitors, e.g. K-11706.
1.4 TGF-beta (TGF-β) signalling inhibitors, e.g. Luspatercept; sotatercept.
1.5 Innate repair receptor agonists, e.g. Asialo EPO; carbamylated EPO (CEPO).
2.Peptide Hormones and their Releasing Factors,
2.1 Chorionic Gonadotrophin (CG) and Luteinizing Hormone (LH) and their releasing factors in males, e.g. Buserelin, deslorelin, gonadorelin, goserelin, leuprorelin, nafarelin and triptorelin;
2.2 Corticotrophins and their releasing factors, e.g. Corticorelin;
2.3 Growth Hormone (GH), its fragments and releasing factors, including, but not limited to:
Growth Hormone fragments, e.g. AOD-9604 and hGH 176-191; Growth Hormone Releasing Hormone (GHRH) and its analogues, e.g. CJC-1293, CJC-1295, sermorelin and tesamorelin; Growth Hormone Secretagogues (GHS), e.g. lenomorelin (ghrelin) and its mimetics, e.g. anamorelin, ipamorelin, macimorelin and tabimorelin; GH-Releasing Peptides (GHRPs), e.g. alexamorelin, GHRP-1, GHRP-2 (pralmorelin), GHRP-3, GHRP-4, GHRP-5, GHRP-6, and examorelin (hexarelin).
3. Growth Factors and Growth Factor Modulators, including, but not limited to:
Fibroblast Growth Factors (FGFs);
Hepatocyte Growth Factor (HGF);
Insulin-like Growth Factor-1 (IGF-1) and its analogues;
Mechano Growth Factors (MGFs);
Platelet-Derived Growth Factor (PDGF);
Thymosin-β4 and its derivatives e.g. TB-500;
Vascular-Endothelial Growth Factor (VEGF);
and other growth factors or growth factor modulators affecting muscle, tendon or ligament protein synthesis/degradation, vascularisation, energy utilization, regenerative capacity or fibre type switching.
S3. BETA-2 AGONISTS
All selective and non-selective beta-2 agonists, including all optical isomers, are prohibited;
Including, but not limited to:
Fenoterol; formoterol; higenamine; indacaterol; olodaterol; procaterol; reproterol; salbutamol; salmeterol; terbutaline; tretoquinol (trimetoquinol); tulobuterol; vilanterol.
Except:
- Inhaled salbutamol: maximum 1600 micrograms over 24 hours in divided doses not to exceed 800 micrograms over 12 hours starting from any dose;
- Inhaled formoterol: maximum delivered dose of 54 micrograms over 24 hours;
- Inhaled salmeterol: maximum 200 micrograms over 24 hours.
The presence in urine of salbutamol in excess of 1000 ng/mL or formoterol in excess of 40 ng/mL is not consistent with therapeutic use of the substance and will be considered as an Adverse Analytical Finding (AAF) unless the Athlete proves, through a controlled pharmacokinetic study, that the abnormal result was the consequence of a therapeutic dose (by inhalation) up to the maximum dose indicated above.
S4. HORMONE AND METABOLIC MODULATORS
The following hormone and metabolic modulators are prohibited:
1. Aromatase inhibitors including, but not limited to:
2-Androstenol (5α-androst-2-en-17-ol);
2-androstenone (5α-androst-2-en-17-one);
3-androstenol (5α-androst-3-en-17-ol);
3-androstenone (5α-androst-3-en-17-one);
4-androstene-3,6,17 trione (6-oxo);
aminoglutethimide;
anastrozole;
androsta-1,4,6-triene-3,17-dione (androstatrienedione);
androsta-3,5-diene-7,17-dione (arimistane);
exemestane;
formestane;
letrozole;
testolactone.
2. Selective estrogen receptor modulators (SERMs) including, but not limited to:
Bazedoxifene;
ospemifene;
raloxifene;
tamoxifen;
toremifene.
3. Other anti-estrogenic substances including, but not limited to:
Clomifene;
cyclofenil;
fulvestrant.
4. Agents preventing activin receptor IIB activation including, but not limited, to:
Activin A-neutralizing antibodies;
activin receptor IIB competitors such as decoy activin receptors (e.g. ACE-031);
anti-activin receptor IIB antibodies (e.g. bimagrumab);
myostatin inhibitors such as: agents reducing or ablating myostatin expression;
myostatin-neutralizing antibodies (e.g. domagrozumab, landogrozumab, stamulumab);
myostatin-binding proteins (e.g. follistatin, myostatin propeptide);
5. Metabolic modulators:
5.1 Activators of the AMP-activated protein kinase (AMPK), e.g. AICAR, SR9009; and Peroxisome Proliferator Activated Receptor δ (PPARδ) agonists, e.g. 2-(2-methyl-4-((4-methyl-2-(4-(trifluoromethyl)phenyl)thiazol-5-yl)methylthio)phenoxy) acetic acid (GW1516, GW501516);
5.2 Insulins and insulin-mimetics;
5.3 Meldonium;
5.4 Trimetazidine.
S5. DIURETICS AND MASKING AGENTS
The following diuretics and masking agents are prohibited, as are other substances with a similar chemical structure or similar biological effect(s).
Including, but not limited to:
- Desmopressin; probenecid; plasma expanders, e.g. intravenous administration of albumin, dextran, hydroxyethyl starch and mannitol.
- Acetazolamide; amiloride; bumetanide; canrenone; chlortalidone; etacrynic acid; furosemide; indapamide; metolazone; spironolactone; thiazides, e.g. bendroflumethiazide, chlorothiazide and hydrochlorothiazide; triamterene and vaptans, e.g. tolvaptan.
Except:
- Drospirenone; pamabrom; and ophthalmic use of carbonic anhydrase inhibitors (e.g. dorzolamide, brinzolamide).
- Local administration of felypressin in dental anaesthesia.
The detection in an Athlete's Sample at all times or In-Competition, as applicable, of any quantity of the following substances subject to threshold limits: formoterol, salbutamol, cathine, ephedrine, methylephedrine and pseudoephedrine, in conjunction with a diuretic or masking agent, will be considered as an Adverse Analytical Finding (AAF) unless the Athlete has an approved Therapeutic Use Exemption (TUE) for that substance in addition to the one granted for the diuretic or masking agent.
PROHIBITED METHODS
M1. MANIPULATION OF BLOOD AND BLOOD COMPONENTS
The following are prohibited:
1. The Administration or reintroduction of any quantity of autologous, allogenic (homologous) or heterologous blood, or red blood cell products of any origin into the circulatory system.
2. Artificially enhancing the uptake, transport or delivery of oxygen.
Including, but not limited to:
Perfluorochemicals; efaproxiral (RSR13) and modified haemoglobin products, e.g. haemoglobin-based blood substitutes and microencapsulated haemoglobin products, excluding supplemental oxygen by inhalation.
3. Any form of intravascular manipulation of the blood or blood components by physical or chemical means.
M2. CHEMICAL AND PHYSICAL MANIPULATION
The following are prohibited:
1. Tampering, or Attempting to Tamper, to alter the integrity and validity of Samples collected during Doping Control. Including, but not limited to:
Sample substitution and/or adulteration, e.g. addition of proteases to Sample.
2. Intravenous infusions and/or injections of more than a total of 100 mL per 12-hour period except for those legitimately received in the course of hospital treatments, surgical procedures or clinical diagnostic investigations.
M3. GENE AND CELL DOPING
The following, with the potential to enhance sport performance, are prohibited:
1. The use of nucleic acids or nucleic acid analogues that may alter genome sequences and/or alter gene expression by any mechanism. This includes but is not limited to gene editing, gene silencing and gene transfer technologies.
2. The use of normal or genetically modified cells.

** Cathine: Prohibited when its concentration in urine is greater than 5 micrograms per milliliter.
*** Ephedrine and methylephedrine: Prohibited when the concentration of either in urine is greater than 10 micrograms per milliliter.
**** Epinephrine (adrenaline): Not prohibited in local administration, e.g. nasal, ophthalmologic, or co-administration with local anaesthetic agents.
***** Pseudoephedrine: Prohibited when its concentration in urine is greater than 150 micrograms per milliliter.
S7. NARCOTICS
The following narcotics, including all optical isomers, e.g. d- and l- where relevant, are prohibited:
Buprenorphine;

diamorphine (heroin);
fentanyl and its derivatives;
hydromorphone;
methadone;
morphine;
nicomorphine;
oxycodone;
oxymorphone;
pentazocine;
pethidine.
S8. CANNABINOIDS
All natural and synthetic cannabinoids are prohibited e.g.
- In cannabis, (hashish, marijuana) and cannabis products
- Natural and synthetic tetrahydrocannabinols (THCs)
- Synthetic cannabinoids that mimic the effects of THC
Except:
- Cannabidiol.
S9. GLUCOCORTICOIDS
All glucocorticoids are prohibited when administered by oral, intravenous, intramuscular or rectal routes.
Including but not limited to:

Beta-blockers are prohibited In-Competition only, in the following sports, and also prohibited Out-of-Competition where indicated.

- Shooting (ISSF, IPC)*
- Skiing/Snowboarding (FIS) in ski jumping, freestyle aerials/halfpipe and snowboard halfpipe/big air
- Underwater sports (CMAS) in constant-weight apnoea with or without fins, dynamic apnoea with and without fins, free immersion apnoea, Jump Blue apnoea, spearfishing, static apnoea, target shooting and variable weight apnoea.
